Guiding principles for regional Consistency
PRTPO and its members have a long history of coordinated planning that is based on a core set of guiding principles. These principles are reflected in the Regional Transportation Plan as well as the Countywide Planning Policies of Clallam, Jefferson, Kitsap, and Mason Counties and in the corresponding local Comprehensive Plans of their respective cities. Adherence to these principles enables ongoing collaboration and cooperation among PRTPO’s partners and ensures consistency with statewide policies.
Certification of Consistency between rtp and countywide planning policies
RCW 47.80.030(2) and (4) requires PRTPO to develop and maintain a regional transportation plan that is consistent with adopted Countywide Planning Policies (CWPP) maintained by Clallam, Jefferson, Kitsap, and Mason Counties, and ensure those local planning frameworks are consistent with the RTP. Local and regional plans need to be consistent with statewide transportation plans and policies. WAC 468-86-030 defines “consistent” as meaning that the RTP is not incompatible with adopted Countywide Planning Policies, nor are those Countywide Planning Policies incompatible with the RTP.
